Beginners often do better in spinning mode, however it is recommended that you start in static until you learn to control your momentum.  I have tried both static and spinning throughout my years of teaching and time after time my students have proven that spinning is easier for them.  


Ease depends the amount of momentum created in a spin which can make it harder to control, however, that is something most beginners are able to deal with easily if taught properly.  


Practicing in static will improve your strength quicker, some students who have trouble controlling their momentum at first will benefit by starting in static mode.
